can you then obtain another FHA loan for a second property which will be your primary residence and rent out the first home with the conventional loan? Can you take the equity out of the home for the down payment for the conventional loan + closing costs?

I know that if a person already has an FHA loan, they may refinance using the FHA Streamline process. If a person currently has a conventional mortgage loan, can they refinance using FHA?
